Political Program and Platform
of
Vincent Sottile
Green Party of Delaware Candidate
New Castle County Council, Delaware
7 th district Council Seat

After I am elected to New Castle County Council it is my plan to implement the following Political Program and Platform:

  1. Public Safety               )
  2. Public Confidence       )           THE ISSUES
  3. Public Accountability )
  4. Implement on a “local” basis a platform based on the local application of the Ten Key Values of The Green Party of The United States.

As a current community leader in the 7 th District (President of The Wilton, Section 10, Phase II Maintenance Association at The “ Meadows of Wilton”), I have gained an understanding of some of the critical issues that effect the quality of life for the people who live north, east and west of the Route #13, #40 strip. Issues that, on the one hand, are particular to the 7 th County Council District but familiar to most other New Castle County voters. We live everyday with growing Public Safety Concerns in a rapidly growing county, loss of confidence in county government to deliver county services to the residents of the 7 th District in a timely/effective manner and the lack of accountability in the current county administration as it utilizes New Castle County taxpayers money to pay for private and personal “political” expenses as well as the unethical utilization of county workers to work on political campaigns while on duty .

I envision the implementation of the ten key values of The GPUS as a platform on which to perform my duties as an elected county council member to accomplish my goal of resolving the issues facing the residents of the 7 th County Council District through local application of the ten key values.

IE:. A. Respect for Diversity: Encourage and Monitor Diversity in the hiring and promotion of NCC employees
B. Social Justice: Recommend the creation of an office of Ombudsman to resolve community social problems.
C. Grassroots Democracy: Increase support to The NCC Office of Governing in its mission of encouraging and assisting local community groups in the 7 th District.
D. Gender Equity and Cooperation: Encourage through the “Bully Pulpit” of the elected office to promote activities that build respectful, positive, and responsible relationships across the lines of gender and other divisions.
E. Community Based Economics: Research how NCC develops economic activity within the county and then work to direct county funds earmarked for economic development to encourage employee ownership and workplace Democracy. Investigate the possibility of diverting county controlled funds to those small enterprises that will utilize that money for the development of environmental friendly and environmental type businesses. I will work closely in a partnership with labor organizations to promote and benefit the working people of the 7th District and New Castle County.
  F. Non-Violence: Again, through the “bully Pulpit” of the elected office I will consistently encourage community groups and individuals to resolve their differences by practicing non-violent solutions to the social problems in NCC.
  G. Decentralization: Encourage through support of the NCC Office of Governing to decentralize some of its decision making power to the local civic and maintenance associations. This would allow more community based decision making to be made at the community level and less at the county level.
  H. Ecological Wisdom: Encourage ecological wisdom within the county by working to divert NCC fossil fuel based power uses to alternate environmental friendly sources of energy such as photovoltaic and non fossil fuel motor vehicle energy sources where ever possible. I will work to implement County-wide trash pick up and curbside recycling.
  I. Future Focus: Work in County Council to encourage the analysis of the long term growth of NCC as it relates to the economic and social impact on the future of NCC taxpayers and develop legislation to support that Future Focus.
  J. Personal and Global Responsibility: Encourage through the “bully pulpit” of the elected office the necessity of providing genuine assistance to grassroots groups in the third world and work with my other Green Party colleagues on County Council to research how NCC can adopt this key value to its local practices.

The Political Program and Platform stated above is my vision of how the Green Party can make a difference and offer the voters of the 7 th County Council District an alternative voice to their growing social concerns and needs.

In addition this document lays out the methods that will direct my actions as a member of The New Castle County Council for the 7 th District.
